Following our previous article on Canada’s Express Entry System, this article takes a closer look at another key pathway to permanent residency: the Provincial Nominee Program (PNP).

Across Canada, each province and territory (except Quebec) operates its own immigration programs tailored to regional workforce and demographic needs. These PNPs are divided into two major types:

• The Enhanced PNP Streams are aligned with the federal Express Entry system. Nominees under enhanced streams receive 600 additional Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving an Invitation to Apply (ITA) for permanent residency.

• The Base PNP Streams operates independently from Express Entry. Applicants apply directly to the province and, if nominated, they must submit a paper-based or an online separate application for permanent residency.

Unlike other provinces, Quebec operates its own immigration system independently from the federal Express Entry system, selecting immigrants based on its own criteria and procedures. Candidates are selected through programs such as the Skilled Worker Selection Program (SWSP, formerly known as QWSP) and the Quebec Experience Program (PEQ). According to the Ministry of Immigration, Francisation and Integration (MIFI), as of June 5, 2025, the intake of applications under the Temporary Foreign Workers stream of the Quebec Experience Program (PEQ) is suspended until November 30, 2025. Additionally, the suspension of application intake under the Quebec Graduates stream—already in effect since October 31, 2024 — has been extended. A separate article will provide a detailed overview of Quebec’s immigration programs. Each province’s nominee program reflects its unique labor market demands and selection priorities.
