While Quebec has adopted a more selective immigration policy, the Entrepreneurs program is one of the most sought-after because it offers a pathway to permanent residence in Quebec in 2025.

Here are the three streams that make up the entrepreneurs program:

1. Stream 1: Launching an innovative business

2. Stream 2: Starting or operating a business you already own in Québec

3. Stream 3: Taking over a business in Québec, or operating one you've already acquired

The Entrepreneur program is designed for individuals with the financial resources and business expertise needed to run a successful company. Qualified applicants receive a Quebec Selection Certificate (CSQ), which is required to apply for permanent residency in Canada.

Application Process

Applications can be submitted at any time — there is no intake limit. To ensure smooth processing, applicants must submit a complete file with all required documents and meet both the general and stream-specific conditions.

General Conditions:

✅ Be at least 18 years old at the time of application.
✅ Hold a diploma equivalent to a Québec secondary school diploma.
✅ Demonstrate spoken French proficiency at level 7 or higher on Québec’s language scale.
✅ Show the ability to support yourself financially during the first 3 months after becoming a permanent resident.
✅ Establish a business outside of prohibited sectors listed by the Government.

✅ Complete the "Attestation of learning of democratic and Québec values".

What is a business organization support ?

In Stream 1, having a great idea isn’t enough — you’ll need the backing of a recognized support organization in Québec. This could be a business incubator, an accelerator, or a university-affiliated entrepreneurship center.

These organizations play a key role in your journey. They will:

• Review and evaluate your innovative business idea,

• Help you launch or scale your venture,

• Confirm that your project is truly innovative and has real potential in Québec.

This backing comes in the form of a “support offer” (offre de service) — and it's a must. Without it, your application won't qualify for Stream 1.

The same applies under Stream 3, but it works a bit differently. Instead of focusing on innovation, the stream is designed for entrepreneurs who are taking over an existing business in Québec. The business transfer support organization will :

• Help you plan and structure the takeover,

• Confirm the business is a good fit for acquisition,

• Assist with the succession or ownership transfer process.

In both streams the support of a business organization is mandatory.
