Canada’s 2025 Immigration Landscape: From Express Entry to Regional Pathways

As of 2025, Express Entry remains Canada’s primary pathway for skilled foreign workers seeking permanent residence. Managed by Immigration, Refugees and Citizenship Canada (IRCC), it is an online application management system that governs three of the country’s main federal economic immigration programs.
Federal Skilled Worker Program (FSW)
Federal Skilled Trades Program (FST)
Canadian Experience Class (CEC)
Applicants create an online profile and receive a Comprehensive Ranking System (CRS) score based on factors such as age, education, work experience, language proficiency (English and/or French), and ties to Canada. Candidates with the highest CRS scores receive Invitations to Apply (ITAs) through regular rounds of invitations.
In recent years, Express Entry has evolved to include category-based draws that prioritize candidates with experience in key sectors such as healthcare, STEM, skilled trades, and French-language proficiency. However, due to the system’s competitiveness, many applicants must strategically improve their profiles to increase their scores.
✅ Key Updates in 2025
In a significant change, additional CRS points for job offers have been removed, which has shifted applicant strategies toward language and education improvements.
Category-based draws have gained prominence, targeting candidates in high-demand fields such as healthcare, STEM, trades, and French-language proficiency.
The Francophone Mobility Program, previously set to remain active until mid-2025, has been extended until further notice. It continues to support French-speaking applicants outside Quebec.

Fast Processing: Most applications are processed within six months.
Profile Flexibility: Applicants can update their profiles to reflect improved language scores, added education, or new work experience.
High Transparency: Clear criteria and publicly available draw results help candidates track their position and plan accordingly.
✅ Other Key Immigration Pathways Beyond Express Entry
While Express Entry is Canada’s primary federal system for economic immigration, several alternative routes exist for individuals who do not meet Express Entry criteria or who prefer different approaches. According to IRCC, there are a wide range of programs, including family sponsorship, entrepreneur pathways, agri-food streams, and region-specific initiatives. Some programs are designed for specific occupations or communities.
This article will focus on several high-profile immigration programs that have gained attention in recent years.
1. Provincial Nominee Program (PNP)
Each Canadian province and territory (except Quebec) run its own immigration programs. These streams allow provinces to nominate candidates who meet local labour market needs. Some PNPs are linked to Express Entry (enhanced nominations), offering a 600-point CRS bonus, while others operate independently (base streams) with their own application processes.
2. Atlantic Immigration Program (AIP)
This employer-driven program targets skilled workers and international graduates who wish to settle in one of the four Atlantic provinces: New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador. A job offer from a designated employer and a settlement plan are required.
3. Start-Up Visa Program
This program is for entrepreneurs with innovative business ideas who receive support from a designated Canadian venture capital fund, angel investor group, or business incubator. The goal is to attract job-creating talent and foster innovation.
4. Caregivers Program
Applicants with work experience in caring for children, the elderly, or individuals with medical needs may be eligible to apply for permanent residence through specific caregiver pilot streams. These workers play a crucial role in Canada’s care sector and are recognized with tailored pathways.
✅ Note on Quebec
Quebec operates its own immigration system independently from the federal Express Entry system, selecting immigrants based on its own criteria and procedures. Candidates are selected through programs such as the Skilled Worker Selection Program* (SWSP, formerly known as QWSP) and the Quebec Experience Program (PEQ).
